His Special Adviser on Information and Strategy, Bayo Onanuga, said the decision followed consultations with the Council of State and public feedback.
The President ordered a review of an earlier list of beneficiaries, removing those convicted of serious crimes such as kidnapping, drug trafficking, human trafficking, fraud, and illegal possession of firearms.
Some other convicts on the previous list had their sentences reduced instead of being fully pardoned.
According to the statement, the review aimed to balance justice for offenders, victims, and society, while also maintaining public safety and supporting law enforcement morale.

The final list of approved beneficiaries has been sent to the Nigerian Correctional Service for implementation.
