In a statement by the commission’s Head of Press and Public Relations, Olaopa made the call during a joint retreat between the Commission and the Office of the Head of the Civil Service of the Federation. He stressed that the relationship between both bodies is like “Siamese twins,” due to their shared roles in policy implementation, regulation enforcement, and civil service leadership.
Olaopa acknowledged potential tensions due to overlapping responsibilities but said the retreat aimed to promote open communication, collaboration, and problem-solving to foster a more strategic partnership.
He also emphasized the need to align merit, competency-based HR practices, performance management, and wage structure to restore the Federal Government’s reputation as an employer of choice.
Head of the Civil Service of the Federation, Esther Walson-Jack, described the retreat as a renewed effort to strengthen collaboration. She praised Olaopa’s support and commended the Commission’s reforms, including the Computer-Based Test for promotions and merit-based recruitment, which she said would boost transparency and fairness.

The call for reform comes amid concerns about bureaucratic delays, weak accountability, and overlapping roles between the two bodies, which have contributed to inefficiencies in the public service.
