President Bola Ahmed Tinubu has requested the confirmation of 21 nominees for the boards of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) and the Nigerian Upstream Petroleum Regulatory Commission (NUPRC).

President Tinubu wrote two letters to the Senate. In the first letter, he nominated Senator Magnus Abe to serve as the NUPRC board chair.

Abe, who represented Rivers South East in the Senate for two terms, is a former NNPC board member and current chairman of the National Agency of the Great Green Wall.

Other nominees for the NUPRC board are Engineer Paul Yaro Jezhi, a former Trade Union Congress chairman in Kaduna, and Sunday Adebayo Babalola, a former deputy director of the Department of Petroleum Resources (DPR), which was abolished by the PIA. Both men will serve as non-executive commissioners.

President Tinubu also nominated executive commissioners to the board.

They are: Muhammed Sabo Lamido, executive commissioner for finance; Edu Inyang, executive commissioner for Exploration and Acreage; Justin Ezeala, executive commissioner for economic regulation and strategic planning; and Henry Darlington Oki, executive commissioner for Development and Production.

Others are Indabawa Bashari Alka, executive commissioner for corporate services and administration; Mahmood Tijani, executive commissioner for health, safety and environment; and Olayemi Adeboyejo, as secretary and legal adviser.

Former President Buhari appointed Lamido and Adeboyejo in 2022, while President Tinubu appointed Alka in 2023.

Inyang, Ezeala, the former managing director of Nigerian Gas Marketing Limited, Mahmood Tijani, Babalola and Jezhi are new appointees of President Tinubu.

In his second letter to the Senate, President Tinubu nominated Adegbite Ebiowei Adeniji, a lawyer, as chairman of the NMDPRA board. Adeniji has over 30 years of experience in energy and natural resources issues.

He was a special technical adviser to the Minister of State for Petroleum on upstream and gas until 2018.

He was a member of the Oil & Gas Policy team at the World Bank, which advised the Government of Nigeria on the reform and restructuring of the petroleum sector, including the development of the Strategic Gas Plan for Nigeria.

He is currently the managing partner at ENR Advisory.

President Tinubu also nominated Chief Kenneth Kobani and Asabe Ahmed as non-executive members. Kobani was a former minister of state for trade under President Jonathan and secretary to the government of Rivers State, under Nyesom Wike.

Also nominated for confirmation are Abiodun Adeniji, executive director of finance; Francis Ogaree, executive director of hydrocarbon; Oluwole Adama, executive director of midstream and Downstream gas infrastructure; and Mustapha Lamorde, executive director of Corporate Services and Administration.

Other members of the NMDPRA board, as proposed by President Tinubu, are Yahaya Nasamu Yinusa, executive director, distribution systems; Adeyemi Murtala Aminu, executive director, corporate services; Modie Ogechukwu, executive director, economic regulation and strategic planning; and Barrister Olawale Dawodu, as board secretary and legal adviser.

Dawodu is an industry player and was, at a time, the Financial Reporting Manager at Exxon Nigerian subsidiaries.

The President urged the Senate to approve the nominees expeditiously.

The requests followed the recent appointment of chief executive officers for the two regulatory agencies.

The Senate confirmed Oritsemeyiwa Eyesan as the chief executive officer (CEO) of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and Engineer Saidu Aliyu Mohammed as CEO of NMDPRA.

Mr President has charged all the appointees and nominees to discharge their duties and responsibilities professionally as regulators of the oil and gas sectors.

In President Bola Tinubu’s 2026 national New Year address, he projected a phase of robust economic growth for Nigeria, citing a downward trend in inflation, bolstered foreign reserves, and steady GDP expansion, attributing the positive outlook to increasing industrialisation and the successful implementation of his administration’s policy reforms.

The President expressed that the administration’s fiscal, monetary and structural reforms implemented in 2025 had stabilised key economic indicators despite global headwinds, while pledging to deepen tax reforms, expand infrastructure investment, strengthen security operations and accelerate inclusive growth initiatives aimed at improving living standards across the country.

Fellow Compatriots,

I welcome you all to 2026, with gratitude to God and confidence in our collective resolve that this new year will be a more prosperous one for our nation, our citizens, and all who call Nigeria home.

During 2025, we sustained the momentum on our major reforms. We had a fiscal reset and also recorded steady economic progress. Despite persistent global economic headwinds, we recorded tangible and measurable gains, particularly in the economy. These achievements reaffirm our belief that the difficult but necessary reforms we embarked upon are moving us in the right direction with more concrete results on the horizon for the ordinary Nigerian.

𝐄𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐏𝐫𝐨𝐠𝐫𝐞𝐬𝐬 𝐚𝐧𝐝 𝐎𝐮𝐭𝐥𝐨𝐨𝐤

As we enter 2026, our focus is on consolidating these gains and continuing to build a resilient, sustainable, inclusive, and growth-oriented economy.

We closed 2025 on a strong note. Despite the policies to fight inflation, Nigeria recorded a robust GDP growth each quarter, with annualised growth expected to exceed 4 per cent for the year. We maintained trade surpluses and achieved greater exchange rate stability. Inflation declined steadily and reached below 15 per cent, in line with our target. In 2026, we are determined to reduce inflation further and ensure that the benefits of reform reach every Nigerian household. In 2025, the Nigerian Stock Exchange outperformed its peers, posting a robust 48.12 per cent gain and consolidating its bullish run that began in the second half of 2023.

Supported by sound monetary policy management, our foreign reserves stood at $45.4 billion as of December 29, 2025, providing a substantial buffer against external shocks for the Naira. We expect this position to strengthen further in the new year.

Foreign direct investment is also responding positively. In the third quarter of 2025, FDI rose to $720 million, up from $90 million in the preceding quarter, reflecting renewed investor confidence in Nigeria’s economic direction, which global credit rating agencies, including Moody’s, Fitch, and Standard & Poor’s, have consistently affirmed and applauded.

𝐅𝐢𝐬𝐜𝐚𝐥 𝐃𝐢𝐬𝐜𝐢𝐩𝐥𝐢𝐧𝐞 𝐚𝐧𝐝 𝐓𝐚𝐱 𝐑𝐞𝐟𝐨𝐫𝐦

A few days ago, I presented the 2026 Appropriation Bill to the National Assembly. In that address, I emphasised that our administration has implemented critical reforms that are laying a solid foundation for long-term stability and prosperity. With patience, fiscal discipline, and unity of purpose, Nigeria will emerge in 2026 stronger and better positioned for sustained growth.

As inflation and interest rates moderate, we expect increased fiscal space for productive investment in infrastructure and human capital development. We are also confronting the challenge of multiple taxation across all tiers of government. I commend states that have aligned with the national tax harmonisation agenda by adopting harmonised tax laws to reduce the excessive burden of taxes, levies, and fees on our people and on basic consumption.

The new year marks a critical phase in implementing our tax reforms, designed to build a fair, competitive, and robust fiscal foundation for Nigeria. By harmonising our tax system, we aim to raise revenue sustainably, address fiscal distortions and strengthen our capacity to finance infrastructure and social investments that will deliver shared prosperity.

𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐚𝐧𝐝 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐒𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲

My fellow Nigerians, the path of reform is never easy, but it is necessary. We remain mindful that economic progress must be accompanied by security and peace.

Our nation continues to confront security threats from criminal and terrorist elements determined to disrupt our way of life. In collaboration with international partners, including the United States, decisive actions were taken against terrorist targets in parts of the Northwest on December 24. Our Armed Forces have since sustained operations against terror networks and criminal strongholds across the Northwest and Northeast.

In 2026, our security and intelligence agencies will deepen cooperation with regional and global partners to eliminate all threats to national security. We remain committed to protecting lives, property, and the territorial integrity of our country. I continue to believe that a decentralised policing system with appropriate safeguards, complemented by properly regulated forest guards, all anchored on accountability, is critical to effectively addressing terrorism, banditry, and related security challenges.

𝐈𝐧𝐜𝐥𝐮𝐬𝐢𝐯𝐞 𝐆𝐫𝐨𝐰𝐭𝐡 𝐚𝐧𝐝 𝐒𝐨𝐜𝐢𝐚𝐥 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭

The new year marks the beginning of a more robust phase of economic growth, with tangible improvements in the lives of our people. We will accelerate the implementation of the Renewed Hope Ward Development Programme, aiming to bring at least 10 million Nigerians into productive economic activity by empowering at least 1,000 people in each of the 8,809 wards across the country.

Through agriculture, trade, food processing, and mining, we will stimulate local economies and expand grassroots opportunities. We will also continue to invest in modernising Nigeria’s infrastructure – roads, power, ports, railways, airports, pipelines, healthcare, education, and agriculture to strengthen food security and improve quality of life. All ongoing projects will continue without interruption.

𝐀 𝐂𝐚𝐥𝐥 𝐭𝐨 𝐔𝐧𝐢𝐭𝐲 𝐚𝐧𝐝 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐲

To achieve our objectives in 2026, we must all play our part. Nation-building is a shared responsibility. We must stand together in unity and purpose, uphold patriotism, and serve our country with honour and integrity in our respective roles. Let us resolve to be better citizens, better neighbours, and better stewards of our nation.

President Bola Tinubu has dismissed calls made by opposition figures and pressure groups to delay the implementation of the newly enacted tax laws.

In a statement, Tinubu insisted that the tax laws will take effect on January 1, stressing that the reforms are not intended to impose additional tax burdens on citizens.

Instead, he explained that the measures are aimed at resetting the country’s tax structure, improving harmonisation across the system, safeguarding dignity, and reinforcing the social contract between the government and the people.

“The new tax laws, including those that took effect on June 26, 2025, and the remaining acts scheduled to commence on January 1, 2026, will continue as planned,” the president said on Tuesday.

“These reforms are a once-in-a-generation opportunity to build a fair, competitive, and robust fiscal foundation for our country.”

He called for support from all Nigerians as the tax laws would take effect in a few days.

“Our administration is aware of the public discourse surrounding alleged changes to some provisions of the recently enacted tax laws.

“No substantial issue has been established that warrants a disruption of the reform process. Absolute trust is built over time through making the right decisions, not through premature, reactive measures.”

Controversy has continued to surround the newly enacted tax laws following allegations by a member of the House of Representatives, Abdussamad Dasuki, that there are inconsistencies between the bills passed by the National Assembly and the versions later gazetted and released to the public.

Dasuki maintained that his legislative rights were violated, insisting that the contents of the gazetted tax laws differ from what lawmakers debated and approved during plenary sessions in the House.

“Before you can say there is a difference between what was gazetted and what was passed, we have what has not been gazetted. We don’t have what was passed,” he said.

His remarks triggered renewed calls for the suspension of the tax laws. Opposition figures, including Peter Obi and Atiku Abubakar, as well as pressure groups such as the Nigerian Bar Association (NBA), have condemned the alleged alterations and urged the Federal Government to pause the implementation of the legislation.

President Tinubu signed the four tax reform bills into law in June, in what the government has described as the most far-reaching overhaul of Nigeria’s tax system in decades.

The new laws comprise the Nigeria Tax Act, the Nigeria Tax Administration Act, the Nigeria Revenue Service (Establishment) Act, and the Joint Revenue Board (Establishment) Act. Together, they establish a unified framework under a single authority, the Nigeria Revenue Service.

Despite facing strong resistance from some lawmakers and influential stakeholders during the legislative process, the tax reform bills were eventually passed and are scheduled to come into force on January 1, 2026.

President Bola Tinubu has approved the cancellation of a substantial portion of the debts owed by the Nigerian National Petroleum Company Limited to the Federation Account, wiping off about $1.42bn and N5.57tn after a reconciliation of records between both parties.

The report, titled “Report of October 2025 Revenue Collection Presented at the Federation Account Allocation Committee Meeting Held on 18th November 2025,” was contained in a document prepared by the Nigerian Upstream Petroleum Regulatory Commission and presented at the November meeting of the Federation Account Allocation Committee.

In the section headed “Recovery from NNPC Ltd Outstanding Obligations,” the commission said the debts earlier reported at the October 2025 FAAC meeting stood at “$1,480,610,652.58 and N6,332,884,316,237.13 for PSC, DSDP, RA & MCA Liftings and JV & PSC Royalty Receivables respectively.”

It disclosed that the Presidency had now approved that most of those balances be removed from the Federation’s books.

The document stated, “However, the commission recently received a Presidential Approval to nil off the outstanding obligations of NNPC Ltd as at 31st December 2024 as submitted by the Stakeholder Alignment Committee on the Reconciliation of Indebtedness between NNPC Ltd and the Federation.”

Providing a breakdown of the affected balances, the NUPRC added, “Consequently, out of $1,480,610,652.58 and N6,332,884,316,237.13, the affected outstanding obligations that have been nil off are $1,421,727,723.00 N5,573,895,769,388.45. The commission has passed the appropriate accounting entries as approved.”

An analysis of the figures shows that the presidential directive wiped out about 96 per cent of the dollar-denominated debt and about 88 per cent of the naira-denominated obligations previously reported as outstanding.

The document indicates that the approval followed the recommendations of the Stakeholder Alignment Committee on the Reconciliation of Indebtedness between NNPC Ltd and the Federation, which reviewed the company’s royalty and lifting-related liabilities up to December 31, 2024.

Despite the cancellation of the legacy balances, fresh debts built up in 2025 remain. In a separate section titled “NNPC Ltd Outstanding Obligations,” the regulator disclosed that statutory obligations arising between January and October 2025 still stood at “$56,808,752.32 and N1,021,550,672,578.87 for PSC & MCA Liftings and JV Royalty Receivables respectively.”

The commission added that part of the dollar component was recovered in the month under review, stating: “However, the commission received $55,003,997.00 in the month under review from the outstanding, leaving a balance of $1,804,755.32 and N1,021,550,672,578.87. The amount of $55,003,997.00 received is part of the total collection reported above for sharing by the Federation this month.”

The NUPRC confirmed that it had already implemented the directive in the Federation Account, noting that “the Commission has passed the appropriate accounting entries as approved.”

The approval effectively resolves long-running disputes over NNPC’s legacy indebtedness to the Federation, while current liabilities from ongoing operations continue to be tracked for future recovery.

However, the debt cancellation comes at a time when the commission is struggling to meet its revenue projections for the year. Data from the NUPRC document showed that against a 2025 approved monthly revenue target of N1.204tn, the commission recorded N660.04bn as actual collection for November 2025, leaving a shortfall of N544.76bn for the month.

President Bola Tinubu has mourned the death of two members of the Kano State House of Assembly.

He described the loss as sad, tragic and painful.

The lawmakers, Aminu Ungogo, who represented Ungogo constituency, and Aliyu Daneji, who represented Kano Municipal constituency, died in separate incidents within about one hour on Wednesday.

In a statement by his Special Adviser on Information and Strategy, Bayo Onanuga, Tinubu said their deaths had created a void, depriving the people of their constituencies of committed representation.

“I offer my condolences to their families and constituents as well as the government and people of Kano State.

“I also commiserate with the presiding officers and all members of the Kano State House of Assembly over the demise of their respected colleagues,” the President said.

Tinubu prayed for the repose of the souls of the late lawmakers and asked God to grant comfort to their families.

“The President prayed for the repose of the souls of the late lawmakers and divine comfort to their families,” the statement said.

The deaths of the two legislators have thrown Kano politics into mourning.

According to reports, the lawmakers died hours apart on the same day, a development that shocked colleagues and residents of the state.

The Kano State House of Assembly was thrown into grief following the incident, with tributes pouring in for the late lawmakers, who were described as active representatives of their constituencies.

He said all citizens, regardless of belief or ethnicity, must be able to live and worship in safety and dignity, stressing that love for God and humanity is a shared value across major religions.

The President praised the contributions of Christians to national development, especially through charitable and humanitarian work that supports the poor, vulnerable and less-privileged.

Tinubu said his administration remained committed to strengthening national security, unity and stability, adding that dialogue with religious leaders would continue to promote peaceful coexistence and prevent conflict.

He also urged Nigerians travelling for the festive season to exercise patience and discipline on the roads and wished citizens a safe and joyful celebration.

Former Senate Leader Ali Ndume has called on President Bola Ahmed Tinubu to suspend the implementation of the disputed Tax Reform Acts amid rising controversy surrounding their passage.

Ndume appealed in a statement issued in Abuja, citing claims and counter-claims over alleged alterations to the tax laws after they were passed by the National Assembly.

The appeal comes amid protests by opposition politicians and civil society organisations, including the Nigerian Bar Association, which have demanded that the Federal Government halt the implementation of the laws.

Reacting, Ndume, who represents Borno South Senatorial District, urged Tinubu to set up an ad hoc committee to verify the authenticity of the laws and investigate the alleged alterations.

The former Senate Chief Whip warned that implementing the laws without resolving the allegations would create legitimacy challenges and undermine public trust.

He said, “With the controversy surrounding it, the President should constitute a team to verify the veracity of the claim and act accordingly.

“As a responsive leader that he has always been, he should look into it to find out whether the claim of alterations was genuine so that he will do the needful to bring the controversy to rest.

“If not, the controversy will continue. That is to say, the tax law will not be implemented, because you can’t build on nothing. So, Mr President should suspend the implementation until the issues are resolved because so many civil society organisations, the Arewa Community, the Nigerian Bar Association, are saying that he should withdraw the Tax Law and investigate the allegation of forgery.

“Therefore, Mr President should get to the root of the allegation of forgery. The small committee that will be set up should look into it while the House of Representatives does its own.”

On Tuesday, the NBA President, Afam Osigwe (SAN), warned that the controversies surrounding the tax laws threaten the integrity and credibility of Nigeria’s legislative process.

Osigwe said the issues strike at the core of constitutional governance and called for an open and transparent investigation to restore public confidence.

The controversy was further fuelled last week when a member of the House of Representatives, Abdussamad Dasuki, alleged that the version of the tax laws gazetted by the Federal Government was different from the final copy passed by the National Assembly and forwarded to the President for assent.

President Bola Tinubu has expressed deep condolences to the family, associates and the people of Anambra State over the passing of Chief Arthur Christopher Mbanefo, who died at the age of 95.

In a statement issued on Wednesday by his Special Adviser on Information and Strategy, Bayo Onanuga, President Tinubu described the late Mbanefo as an accounting icon, seasoned administrator and elder statesman whose life of service was defined by integrity, hard work and patriotism.

Chief Mbanefo, a former Permanent Representative of Nigeria to the United Nations, also served as Pro-Chancellor of leading Nigerian universities, including the University of Lagos, Obafemi Awolowo University and Ahmadu Bello University.

He was a Fellow of both the Institute of Chartered Accountants of England and the Institute of Chartered Accountants of Nigeria.

The President noted that Mbanefo distinguished himself in public service with uncommon dedication and a high sense of duty, while his contributions in the private sector helped pioneer innovations in Nigeria’s accounting, taxation and audit systems.

“Chief Mbanefo belonged to one of the finest stocks of Nigeria’s elder statesmen, whose professional excellence and ethical standards left enduring footprints in national development,” the President said.

President Tinubu also commiserated with the government and people of Anambra State, urging all those mourning to take comfort in the enduring legacy of the late diplomat and technocrat, whose contributions, he said, remain indelibly etched in Nigeria’s development history.

The Socio-Economic Rights and Accountability Project, SERAP has called on President Bola Tinubu to direct the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi (SAN), to widely publish certified true copies of the tax bills passed by the National Assembly and the tax laws subsequently signed into law.

 

In a letter to the President, dated December 20, 2025, SERAP expressed concern over allegations of discrepancies between the tax bills approved by lawmakers and the versions of the laws eventually gazetted by the Federal Government. The organization is seeking clarity on whether the versions of the tax bills received from the National Assembly are identical to those signed into law.

 

The documents in question include the National Revenue Service (Establishment) Act, the Joint Revenue Board of Nigeria (Establishment) Act, the Nigeria Tax Administration Act, and the Nigeria Tax Act. SERAP has requested that these documents be published to allow the public to scrutinize the final versions of the laws.

 

The organization also called for the establishment of an independent panel of inquiry to investigate claims that material changes were made to the tax laws after they were passed by the legislature. SERAP proposed that the panel be chaired by a retired Justice of the Supreme Court or Court of Appeal, and that its findings be made public. If alterations to the laws are confirmed, the group emphasized that those responsible should face prosecution.

“Publishing certified copies of both the tax bills received from the National Assembly and the final tax laws would enable Nigerians to compare the versions and determine whether any unlawful alterations were made,” said SERAP in its letter.

 

The group further stressed that such alterations would violate the Nigerian Constitution (1999, as amended), international human rights law, and the core principles of the rule of law and separation of powers.

 

SERAP also set a deadline for the publication of these documents, requesting that the measures be taken within seven days of receiving or publishing the letter. The organization warned that, should the government fail to act, it would pursue legal action to compel compliance.

 

The call for action follows a point of privilege raised in the House of Representatives on December 17 by Abdussamad Dasuki (PDP, Sokoto), who highlighted concerns over discrepancies between the harmonized tax bills passed by lawmakers and the versions gazetted by the Federal Government.
