In his new book, Scars: Nigeria’s Journey and the Boko Haram Conundrum, Irabor argued that the absence of political will had hindered Nigeria’s response to the insurgency. He said a state of emergency backed by the National Assembly would mobilise all elements of national power, economic, political, social, diplomatic, and military, to end the war.

Despite the military’s successes, Boko Haram attacks have intensified, with recent assaults on border towns in Borno forcing thousands to flee to Cameroon. The violence has displaced more than two million people and worsened humanitarian conditions in the region.

Supporting Irabor’s position, retired Brigadier General Peter Aro said a genuine, legislatively backed state of emergency would give coherence and urgency to the counterinsurgency effort. He stressed that political interference must end for security agencies to operate effectively.

Retired Major General Dayo Olukoju agreed but called for a broader, multilateral approach to tackle the root causes of terrorism, including issues of freedom, identity, and social inequality.

Similarly, retired Colonel Saka Folusho said the emergency declaration was necessary but warned that insecurity would persist unless authorities curbed the illicit trade in arms and properly equipped and paid frontline soldiers.

The Northern Elders Forum also renewed its call for a state of emergency on insecurity in the North, urging massive deployment of security personnel and decisive government action.

The House of Representatives has hinted that the Rivers State Sole Administrator, Vice Admiral Ibok Ete Ibas, does not have the constitutional mandate to make laws for the running of the State.

The green chamber made this known following the administrator’s readiness to prepare a new budget for the running of the state in the next six months.

The deputy spokesman for the House, Philip Agbese, noted that the Sole Administrator does not have the authority to carry out the National Assembly’s function of making laws under the current circumstances.

He explained that the Speaker, Tajudeen Abbas, is working with the leadership of the House to set up a committee to monitor the conduct of Admiral Ibas.

Agbese maintained that President  Bola Tinubu has been informed of their resolution regarding the administrator’s appointment and mandate, adding that the House will take necessary actions if the Administrator exceeds his authority.

Recall that the President declared an emergency rule in Rivers State, which made Vice Admiral Ibok Ete Ibas the Sole Administrator of the State, following a political crisis between Governor Siminalayi Fubara and the Rivers State House of Assembly.

He made this known while hosting Muslim leaders from 20 Islamic groups, including the Supreme Council for Islamic Affairs, at his private residence in Port Harcourt as part of the Eid-el-Fitr celebrations.

Fubara encouraged them and his supporters to remain steadfast and trust God’s plan while admitting that the crisis may be disheartening but suggested higher forces could guide it.

According to a statement by his Chief Press Secretary, Nelson Chukwudi, Fubara reaffirmed his commitment to justice and equality, emphasizing his vision for a society free from oppression.

He assured the Muslims that their pending requests would be addressed after the political situation stabilizes.

He warned against those inciting violence through provocative acts, urging his supporters and Rivers people to reject elements seeking to destabilize the state.

Representing the Muslim Ummah, Nasir  Uhor expressed unwavering support for Governor Siminalayi Fubara, assuring him of their prayers and solidarity amid the ongoing political crisis.

He highlighted that the majority of Muslims in Rivers State stand with Fubara because of his commitment to inclusive governance.

Unlike the previous administration, which declared Rivers a 100% Christian state, he praised Fubara for acknowledging the state’s Christian majority while fostering religious inclusivity.

He encouraged the Governor to remain resolute, emphasizing that challenges like these are consistent with Islamic teachings, where believers are tested through wealth, power and authority.

He further urged President Bola Tinubu to reassess the emergency rule in Rivers State and reinstate Fubara’s full authority, arguing that the Governor has continued to lead effectively despite the political turmoil.

The House of Representatives has approved the declaration of a state of emergency in Rivers State, along with the six-month suspension of Governor Sim Fubara, his deputy, and all elected members of the assembly, as announced by President Bola Tinubu.

Two days after the move, Tinubu wrote to the National Assembly, seeking their approval for the emergency rule declaration.

The Speaker of the House of Representatives Tajudeen Abbass read the president’s letter during a plenary session today and called on members to make their contribution during the consideration of the general principles of the President’s report.

When put in a voice vote, the lawmakers ‘overwhelmingly’ backed President Tinubu’s declaration, approving his decision.

According to Abbass, 240 lawmakers attended the session, meaning there was a quorum.

Suspended Rivers State Governor Siminalayi Fubara has urged the people of the state to remain calm in the face of the political instability in the state.

In a statement, he noted that all his actions and decisions had been guided by his constitutional oath of office and a great sense of duty ever since he took the mantle of leadership.

According to him, the constitutional steps were taken not for personal gains but to foster peace, unity, and stability in the state.
He maintained that members of the Rivers State House of Assembly frustrated their efforts, thus making genuine peace and progress challenging.

President Bola Tinubu had on Tuesday declared a state of emergency in Rivers state also slamming a six-month suspension on Fubara, his deputy, Ngozi Odu, and the state lawmakers.

This according to the president, was taken to restore stability in the state that has been witnessing political turmoil as a result of the disagreement between the Governor and the lawmakers.

The president however appointed retired Vice Admiral Ibok-Ette Ibas as the state’s administrator to oversee governance.
