The statement signed by the Group Commercial Operations Department of the company stated that the suspension takes effect immediately.

The directive aims to promote wider adoption of the refinery’s free delivery scheme for retail outlets and to halt sales to unregistered marketers, whether they buy directly from its depot or indirectly through other marketers.

Dangote explained that the move was an operational adjustment aimed at improving efficiency. The company urged marketers to adopt its Free Delivery Scheme, which provides direct shipments to retail outlets.

It also warned that any payments made after the effective date would be rejected.

The communication, addressed to its marketing partners, read in part, “We wish to inform you that, effective 18th September 2025, Dangote Petroleum Refinery and Petrochemicals FZE has placed all self-collection gantry sales on hold until further notice. In light of this development, we kindly request that all payments related to active PFIs for self-collection are also placed on hold until further notice. Please note that any payment made after this date will not be honoured.”

The company, however, assured that its Free Delivery Scheme remains operational for both active and newly onboarded customers.

The management also apologised for the inconveniences the decision might cause, adding, “We sincerely apologise for any inconvenience this may cause and appreciate your understanding as we implement this operational adjustment.”

While NUPENG has accused the refinery of resisting unionisation of its truck drivers despite a government-brokered agreement, DAPPMAN has faulted the company’s controversial “free delivery scheme,” alleging that marketers are compelled to rely on Dangote’s fleet at commercial rates.

The refinery, on its part, insists the scheme is meant to stabilise supply and cut costs, accusing marketers of seeking subsidies and fuelling diversion. The standoff has heightened concerns over pricing, labour rights, and competition in the downstream oil sector.

The decision is expected to have implications for independent petroleum marketers and retail owners who have not registered for the free delivery scheme and have relied on direct self-collection from the refinery’s gantry.

The latest face-off between Dangote Petroleum Refinery and DAPPMAN comes at a time of heightened public concern over fuel prices and distribution logistics.

DAPPMAN, whose members own most of the privately operated depots in the country, had argued that moving products from the refinery’s Lagos location to other parts of Nigeria requires significant logistics and coastal shipping costs.

In a statement shared on Dangote Group’s official X account on Thursday, titled “We Stand By Our Statement on DAPPMAN … Marketers’ ₦1.505trn Subsidy Demand” and signed by management, the refinery maintained that it had a right to defend its operations from misleading reports.

The Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, gave the assurance during an inspection of the NNPC/Chevron Nigeria Limited Joint Venture EGTL facility in Escravos, Delta State.

Lokpobiri’s media aide, Nneamaka Okafor, in a statement, said incentives will ensure Nigeria remains an attractive destination for energy investments.

“Since we assumed office, things have changed. Our obligation as government is to provide an environment that is globally competitive to allow you to expand what you are already doing,” the Minister said.

He stressed that the government’s objective is to increase production and ensure Nigeria remains attractive for capital expenditure distribution in the global oil and gas market.

They also commended the NNPC/CNL JV for its operational excellence and urged other operators to consider farming out idle assets to investors with access to capital, noting that the government is reviewing the activation of the “drill or drop” provision in the Petroleum Industry Act.

During the visit, General Manager of Chevron Nigeria Limited, Segun Kuteyi, expressed optimism about the company’s future in Nigeria and lauded the Minister’s commitment to collaboration.

Chevron’s Chairman/MD, Jim Schwartz, also highlighted the enabling role of the Petroleum Industry Act and government support in attracting and sustaining investment.

“When we think about the future, your support and the PIA in sticking with the path of attracting investment is really good for us. We have a lot of resources we still want to develop here that will enable production growth. After 60 years, we are proud to remain one of the largest supporters in the country,” Schwartz said.

The visit underscores the strong partnership between the Federal Government and Chevron, aimed at unlocking Nigeria’s oil and gas potential, driving sustainable production, and boosting economic growth through collaborative investments.

It also disclosed that the council awarded another contract for the deployment of software that would enable the government to monitor the movement of Nigeria’s crude from the point of loading of every cargo in Nigeria up to the point of the cargo’s destination.

The Minister of State for Petroleum Resources ,Oil, Heineken Lokpobiri, who disclosed this at a press briefing in Abuja, stated that the initiatives would further give clarity on the volumes of crude produced in-country as well as the amount exported to other nations.

The minister said the main objectives of those decisions were for Nigeria to ramp up crude oil production and grow its revenue from oil sales.

There have been concerns around crude oil production in Nigeria, as domestic refineries have repeatedly complained of being starved of crude by international oil companies.  Also, industry experts have complained about the lack of transparency in getting the actual crude oil volumes produced in the Niger Delta.

Modular refiners as well as officials of the Dangote Petroleum Refinery have repeatedly called for the provision of crude for their plants, while independent oil producers recently stated that Nigeria has to produce about two million barrels of crude daily to meet its local oil demand as well as that of export.

Nigeria currently produces less than 1.3 million barrels of crude oil daily and this is less than the 1.5 million barrels  daily production quota approved for the country by the Organisation of Petroleum Exporting Countries.

But Lokpobiri stated  that with the deployment of the software and metering of the 187 flow stations, the country hopes to get the actual volumes of crude produced in Nigeria, a development that would also help in the drive to ramp up crude oil production.

Group Chief Executive Officer of NNPCL, Mele Kyari, disclosed this in a keynote address at the opening of the 23rd edition of the Nigeria Oil and Gas Conference and Exhibition Week in Abuja.

According to him, a detailed analysis of assets revealed that Nigeria could conveniently produce two million barrels of crude oil per day without deploying new rigs.

Still, the major impediment to achieving this is the inability of players to act in a timely manner.

He added that the war will help NNPCL and its partners to speedily clear all identified obstacles to effective and efficient production, such as delays in procurement processes, which have become a challenge in the industry.
