The initiative, part of a wider urban regeneration plan, was announced during the groundbreaking ceremony for an ultra-modern shopping mall at the former site of the demolished Pelewura iron rod market in Adeniji Adele.

The project is being spearheaded by the Ministry of Physical Planning and Urban Development in collaboration with the Lagos Island Local Council Development Area and is expected to be completed within a year.

Commissioner for Physical Planning and Urban Development, Oluyinka Olumide, said the creation of natural drainage channels would involve removing structures obstructing water flow.

“In theory, Lagos Island isn’t below sea level, but it’s very close. Managing drainage is therefore critical,” he said. “We want to bring back the days of free-flowing drains — when children could even race paper boats in the street.”

Special Adviser to the Governor on Urban Development, Olajide Abiodun, described the upcoming mall as a symbol of renewed life for the community, while LCDA Chairman Folawiyo Alade assured residents that the project would be delivered on schedule.

The Governors sounded the alarm in a statement released at the close of the North-East Governors’ Forum (NEGF) 12th-meeting in Jalingo, Taraba State.

The Forum chaired by Borno State Governor, Babagana Zulum, called for proactive measures in confronting the flood and robust sensitisation of settlers along the flood plains.

While commending progress in the fight against insurgency, the governors expressed concern that insecurity, displacement, and poverty are being compounded by emerging challenges, highlighting forecasts from credible climate agencies predicting imminent floods that could devastate the subregion.

The governors appealed to the Federal Government and the North-East Development Commission (NEDC) to act swiftly to reconstruct bridges and other critical infrastructure already weakened by past flooding.

On food security, the Forum decried the rising cost of agricultural inputs, warning that poor harvests and hunger could hit in 2026 if no intervention is made.

“To avert impending food crises ahead, the Forum calls for more subsidies to farmers and robust preparation for dry season farming,” it added.

The governors also reaffirmed their commitment to addressing energy poverty in the subregion and directed the Power and Energy Committee to develop a subregional power master plan, with solar energy identified as a priority solution.

In a bid to stimulate economic recovery, the Forum announced that the North-East Trade Fair will be held in Maiduguri, Borno State, in collaboration with the North-East Chamber of Commerce, Industry, Mines, and Agriculture (NECCIMA).

Additionally, the governors congratulated the University of Maiduguri on its upcoming golden jubilee and pledged support for both the 50th-anniversary celebrations and the relaunch of its Endowment Fund in November.

The Minister of Humanitarian Affairs, Tanko Sununu, warned that millions are at risk of sliding deeper into poverty, especially in the North, which accounts for 65% of the country’s poor population, mostly smallholder farmers whose livelihoods have been wiped out by floods and drought.

He noted that the World Food Programme recently suspended key operations in the North-east, affecting more than 1.2 million people and leaving over 300,000 children at risk of severe malnutrition. UN estimates show more than 24.8 million Nigerians have faced hunger in recent years.

In response, the government has expanded the National Social Investment Programme. Over ₦419 billion in conditional cash transfers have reached 5.9 million households, while smallholder farmers have accessed ₦300,000 interest-free loans under the Government Enterprise and Empowerment Programme (GEEP).

Meanwhile, the House of Representatives has inaugurated an ad-hoc committee to tackle Nigeria’s recurring flood disasters. Committee chairman Maidala Balami described flooding as a national emergency requiring a coordinated, long-term response, including prevention, early warning systems, and climate adaptation strategies.

Speaker of the House Abbas Tajudeen called for a shift from reactive to preventive flood management, urging closer collaboration among key agencies such as NEMA, the Ministries of Environment, Water Resources, and the Nigerian Space Agency.

So far this year, floods have killed at least 165 people, left 82 missing, and displaced nearly 44,000. Thousands of homes and farmlands have been destroyed, with Niger State alone experiencing one of the worst disasters in decades, leaving hundreds dead and missing.

Authorities warn that more than 1,200 communities across 30 states remain at high risk of future flooding.

The disaster struck as intense rain sent torrents of water, mud, and boulders crashing through the Himalayan village, sweeping away homes and a large makeshift kitchen sheltering more than 100 Hindu pilgrims.

Eyewitnesses described scenes of chaos as families were torn apart by the rushing waters. “It was horrifying,” said Arun Shah, a pilgrim who had just completed his journey when the flood hit. “We all got separated while trying to save ourselves.”

Rescue operations are ongoing, with army troops and emergency teams using heavy earthmovers and rescue tools to recover bodies and search for survivors. Kishtwar’s main hospital has treated over 100 injured people, many suffering from head trauma and broken bones.

Authorities report 80 individuals still unaccounted for, as harsh weather and treacherous terrain continue to hamper rescue efforts.

Prime Minister Narendra Modi acknowledged the recent string of disasters during his Independence Day address, expressing sympathy for the victims and affirming coordinated efforts by state and central governments.

Floods and landslides are a recurring threat during India’s monsoon season, but experts warn that rising temperatures and shifting weather patterns are making such events more frequent and deadly.

The flood occurred after a heavy downpour that lasted two hours between 5 a.m. and 7 a.m.
Eyewitness in the area, attributed the flood to the diversion of drainage carrying a large volume of water by Arab Contractors, the firm handling the construction of a one-kilometre Man Musa Kodogi/Nasarafu bypass road.

The source claimed that the contractor’s actions led to the destruction of buildings and business premises in the area due to the large volume of diverted water.

According to the source, despite a search and rescue mission by members of the community, the boy’s corpse has not been found.

The spokesperson of the Niger State Emergency Management Agency, NSEMA, Hussaini Ibrahim, explained that the agency is conducting an assessment of the incident, saying, “After the findings, the State Government will respond accordingly.”
